The Implementation Opinions put forward that by 2025, the output value of cosmetics in Guangzhou will reach about 150 billion yuan, and a number of leading enterprises and well-known brands will be cultivated. By 2035, Guangzhou will be built into a global cosmetics manufacturing center and consumption center, and become a world-renowned "international beauty bay".

It is reported that there are 1984 cosmetics manufacturers in Guangzhou, accounting for 35.69% of the country and 66.62% of the province. In the past three years, it has maintained double-digit growth, especially in 2021, with the industrial scale reaching 107.9 billion yuan, which has the potential to become a pillar industry. In order to comprehensively enhance the international competitiveness of Guangzhou's cosmetics industry and accelerate the construction of a modern industrial system, Guangzhou issued the Implementation Opinions.
